The secretary shall prepare and submit to the governor and the general court an annual report which shall contain the description of organization of the executive office of housing and livable communities, including all divisions, bureaus, offices, and agencies within the executive office, and such other matters as the secretary deems appropriate. The secretary shall also include in such annual report such information as may be required by the secretary of the executive office for administration and finance.
The secretary of the executive office of housing and livable communities shall make, and from time to time revise, regulations for the conduct of the business of the executive office and its divisions and agencies, and such other regulations as may be required by law.
