To assist MOBD in the discharge of its duties, the director may appoint, without regard to chapter 31, advisory committees on regional planning and commercial and industrial development from among interested citizens of the commonwealth. The director may establish an advisory council that may assist and advise the director on matters related to the administration and evaluation of the regional business development program created under section 3J.
Members of such committees shall receive no compensation for their services but may be reimbursed for their expenses. Such committees shall receive assistance from MOBD as designated by the director of MOBD. Each committee shall annually, on or before November 1, make a report to the director of MOBD and may make such special reports as it or the director of MOBD may deem desirable.
