Except for actions by the receiver, all actions relating to or arising out of this chapter against the Fund shall be brought in the courts of the commonwealth, which shall have exclusive jurisdiction over all actions relating to or arising out of this chapter against the Fund.
The exclusive venue in any action by or against the Fund shall be in the business litigation session of the superior court for Suffolk county; provided, however, that the Fund may waive venue as to specific actions filed by or against it.
