No gas or electric company shall shut off gas or electric service to any household in which all residents are sixty-five years of age or older, for failure to pay an outstanding indebtedness for said service without first complying with all rules and regulations of the department related thereto.
The department shall promulgate such rules and regulations as are necessary to ensure that termination of service shall be authorized only after said company has complied with such reasonable methods of collection as may be approved by the department.
