The council shall publish a report, on or before January first, nineteen hundred and ninety-five, and every four years thereafter, assessing overall faculty productivity and overall teacher effectiveness within the public system of higher education. Said report may include narrative research and statistical data which the council deems appropriate. Any data or information gathered for said report is not intended to be and shall not be used for the evaluation of the performance of any individual faculty member and the identity of individual faculty members shall be confidential. Said report shall also include information gained from students, both present and former, and shall further include information obtained from the commonwealth's business community relative to work force preparation. The report shall draw comparisons between institutions and types of institution, as well as between the commonwealth's public higher education system and those in other states, to the extent feasible.
