A company making a deposit under section fifty-seven shall pay to the state treasurer a reasonable amount for the expenses of his office, attributable to the custody and disbursement of the deposit. Any such amount may, upon written application of the state treasurer, and, after written notice to the company and a hearing, be determined by the commissioner of insurance, and, with the written approval of the said commissioner, be deducted from any funds of the company on deposit with the state treasurer.
