There is hereby established, separate and apart from all public moneys or funds of the commonwealth, an Unemployment Compensation Fund, which shall be administered by the commissioner without liability on the part of the commonwealth beyond the amounts credited to and earned by the fund.
This fund shall consist of all contributions and moneys paid into the state treasury and credited to the fund as provided in this chapter; all property and securities acquired by and through the use of moneys belonging to the fund and all interest thereon, less payments therefrom under this chapter, and excepting refunds made pursuant to the provisions of section eighteen of sums erroneously paid into the fund, and refunds of contributions made in accordance with the provisions of subsection (e) of section six.
All moneys in the fund shall be pooled and available to pay benefits under this chapter irrespective of the source of such moneys.
