No person shall keep for sale, sell, transport or store, and no person shall have for use in any manufacturing, mechanical or mercantile establishment, or in any other place of employment, benzene represented by the chemical formula C/6H/6, in sections one hundred and forty-two B to one hundred and forty-two F, inclusive, called benzol, carbon tetrachloride or other substance which, in the opinion of the departments of labor and workforce development and of public health, acting jointly, is so hazardous to health as to warrant regulation, in any receptacle other than part of a vehicle used exclusively for outdoor transportation, unless such receptacle is marked with the words “Benzol”, “Carbon Tetrachloride” or “Name of Substance”, together with such warning as the director of labor and workforce development and the commissioner of public health jointly by reasonable rules and regulations may require.
