Cities and towns which accept this and the two following sections or have accepted corresponding provisions of earlier laws by a vote of the city council or of the town at a town meeting called for the purpose may prohibit any person from carrying on the business of renting boats or bathing suits, for use upon or in so much of the waters of any great pond as is situated within the town, without first obtaining a license so to do from the aldermen or selectmen.
