The court before whom the warrant is returned shall, within twenty-four hours after the seizure thereunder of the alcoholic beverages and the vessels containing them, issue a notice, under seal, and signed by the justice or the clerk of said court, commanding the person complained against as the keeper of the beverages seized and all other persons who claim any interest therein or in the casks or vessels containing the same to appear before said court, at a time and place therein named, to answer to said complaint and show cause why such beverages and the vessels containing them should not be forfeited.
