There is hereby established a forester licensing committee, consisting of nine members, one of whom shall be the director of forests and parks, who shall act as chairman, one of whom shall be the chairman of the state forestry committee established in section forty-one or his designee, one of whom shall be the chief forester of the department, and six persons to be appointed by the governor, one of whom shall be a person nominated by the Massachusetts Association of Professional Foresters, one of whom shall be a licensed timber harvester, one of whom shall be an owner of classified forestland, one of whom shall be a representative of the executive office of consumer affairs, one of whom shall be a representative of the executive office of environmental affairs, and one of whom shall be a representative of an environmental organization. The forester licensing committee shall recommend qualifications and procedures for the licensing of foresters and shall assist the director in the preparation of rules and regulations for such licensing. Members of said commission shall serve without compensation.
