Notwithstanding the provisions of section fifty or of any other provision of this chapter, the director may issue permits upon the receipt of a fee, the amount of which shall be determined annually by the commissioner of administration under the provision of section three B of chapter seven for the filing thereof, for the netting of carp and the species of fish commonly known as suckers for the purpose of sale, and shall, subject to the approval of the fisheries and wildlife board, make such rules and regulations governing the size and type of nets, method and place of taking, as he may deem necessary or expedient.
