The board shall hold at least two regular meetings in each year for the purpose of examining applications for registration and the transaction of other business. At its first regular meeting in each year the board shall choose from its own members a chairman and a secretary. The board shall hold such other meetings at such times and places as it shall determine. It may adopt such rules and regulations not inconsistent with law as it may deem necessary in the performance of its duties.
