There shall be a board of registration of dispensing opticians to be appointed by the governor, with the advice and consent of the council. The board shall consist of five members, citizens of the commonwealth, four of whom shall have been principally engaged as dispensing opticians, as defined in section seventy-three C of chapter one hundred and twelve, for a period of not less than ten years and none of whom shall be in any way connected with any ophthalmic school or college. The fifth member shall be a representative of the public, subject to the provisions of section nine B. One member shall annually in January be appointed by the governor, for a term of five years.
