The members of the board shall meet in February of each year, at such time and place as they shall determine, and shall immediately organize by electing a chairman and a secretary, who shall hold their respective offices for one year. The board shall hold regular meetings at such times and places as it may determine. The secretary shall keep suitable books in which shall be an accurate record of all the proceedings of the board, and shall perform such duties as the rules and regulations of said board shall direct.
