The commissioner or his deputy may publish annually, in such forms as he may deem proper, information concerning the sales of commercial fertilizers, soil conditioners, and agricultural liming materials; together with such data on their production, composition and use as he may consider advisable, and a report of the results of the analyses of official samples of said products sold within the commonwealth as compared with the analyses guaranteed in the registration and on the label; but any information relating to the general business of any applicant or licensee shall be treated by the commissioner as confidential.
