No person, during the time of holding a cattle show, fair or exhibition or meeting of a farmers' club and without the consent of the authorities having charge of the same, shall establish within one half mile of the place of holding such show, fair, exhibition or meeting a tent, booth or vehicle of any kind for the purpose of vending any goods, wares, merchandise, provisions or refreshments. No person shall engage in gaming or horse racing or exhibit a show or play during the regular or stated time of holding a cattle show, agricultural fair or meeting of a farmers' club, or engage in pool selling, at or within one half mile of the place of holding the same; but no person having his regular place of business within such limits shall be hereby required to suspend his business.
