Massachusetts General Laws Part I. Administration of the Government (Ch. 1-182) Ch. 128, § 38C

The commissioner may develop a program to assist in the preservation and rehabilitation of facilities and land resources of agricultural fairs in the commonwealth through short-term preservation covenants, grants, demonstration projects and other means. The commissioner may promulgate regulations relative thereto.
