(a) Notwithstanding any general or special law to the contrary, the division shall continue MassHealth standard coverage for pregnant or postpartum residents of the commonwealth who are eligible for MassHealth through Title XIX and Title XXI or under the MassHealth section 1115 demonstration waiver pursuant to 42 U.S.C. 1315 for a period of 12 months following the end of the pregnancy plus an additional period extending to the end of the month in which the 12-month period ends, regardless of any change in the resident's family income.
(b) The secretary of health and human services shall maximize federal financial participation for the coverage and benefits under this section; provided, however, that coverage and benefits provided under this section shall not be contingent upon the availability of federal financial participation.
