The board shall keep a record of the names of all persons examined and licensed by it and all moneys received and disbursed by it, and a duplicate thereof shall be open to public inspection in the office of the state secretary. The board shall make an annual report of its doings including a statement of its receipts and expenditures during the preceding year. The board shall make such rules and regulations consistent with law as may be necessary to administer sections seventy-three C to seventy-three L, inclusive.
