Nothing in this chapter or in any rule or regulation adopted pursuant thereto, shall be construed to authorize or require any facility which is operated by and for persons who rely exclusively upon treatment by spiritual means through prayer for healing, in accordance with the creed or tenets of a church or religious denomination to be licensed or inspected except under laws, rules or regulations pertaining to sanitation, fire, safety, and building and construction codes; nor shall any guests, patients, residents or personnel thereof be subjected to any medical supervision, regulation or control in connection with the operation of any such facility.
