Massachusetts General Laws Part I. Administration of the Government (Ch. 1-182) Ch. 111, § 62S

No state minor wards shall be assigned to the said hospital until the commissioner, with the approval of the governor and council, finds that sufficient new building accommodations have been constructed to provide for the number thus to be assigned.
