Local boards of health, hospitals, dispensaries or other agencies may establish and maintain clinics or other services for pregnant girls and women for the purpose of carrying pregnancies to full term and delivery. For the purpose of this section, such other services may include medical treatment for such pregnant persons and, their unborn or newborn children, and reasonable transportation costs to and from the place where such treatment is given, subject to the rules and regulations which the department may from time to time establish.
