The department shall, subject to appropriation, establish a program of managed care within community health centers pursuant to regulations promulgated by the department; provided, however, that the department may transfer funds to the division of medical assistance to provide medical benefits pursuant to section 9A of chapter 118E equal to the cost of providing such benefits to persons eligible for said programs. Any revenues generated by said program shall be credited to the General Fund.
