Whoever keeps and maintains a public warehouse for the storage of goods, wares and merchandise without procuring a license and giving a bond, as provided in the preceding section, shall be punished by a fine of not more than one thousand dollars, and may be enjoined by the supreme judicial court from maintaining such a public warehouse, upon an information in equity brought by the attorney general at the relation of any person.
