It shall be unlawful for any person to sell or offer for sale virulent hog cholera virus to another unless the vendor is: (1) A manufacturer thereof; or (2) a distributor of veterinarian supplies, authorized by the animal health commissioner to handle and sell such virus; or (3) a veterinarian licensed under the Kansas veterinary practice act.
