Where required, the secretary for children and families shall apply for waiver of federal law or regulation as necessary to implement the provisions of this act 1. The secretary for children and families shall not implement any provision of this act if the secretary determines that implementing such provision would have the effect of spending more state general funds than appropriated or reducing or eliminating federal matching funds or other federal funds.
