(a) The expense of facilitating visitation, including the expense of transportation, shall be paid by the nonparent unless the court determines justice and equity require otherwise.
(b) The nonparent shall pay for services ordered under K.S.A. 23-3314, and amendments thereto, unless the court determines that justice and equity require otherwise.
(c) Costs and reasonable attorney fees shall be awarded to the parent or person acting as a parent unless the court determines that justice and equity require otherwise.
