Sec. 90.3. “Retraction”, with respect to a ballot, means:
(1) the removal of votes on the ballot from the memory or the document onto which the votes were recorded; or
(2) the exclusion or subtraction of votes on the ballot from the final total from the memory or tabulation system on the document on which the votes were recorded.
