§ 5. Educational consortium; formation. Notwithstanding any other law of this State, a university, college, or community college that is an “institution of higher learning” (as that term is defined in Section 10 of the Higher Education Student Assistance Act) 1 and that has a campus located in the same county as a campus of one or more other such institutions of higher learning may join with any of such other institutions of higher learning to form a consortium that operates to supply an educational component to a youth crime prevention program or programs organized by local communities in the county in which the institutions of higher learning that form the consortium are located.
