In case any contractor abandons or fails to proceed diligently and properly with the work before completion, or in case the contractor fails to complete the work in the time and according to the terms of the contract, the board shall make written demand on the contractor and the contractor's surety to proceed with the work within ten days. Service of the demand may be personal, or by certified mail addressed to the contractor and the surety, respectively, at their places of residence or business, as shown by the records in the auditor's office.
