It is the intent of the general assembly that each institution of higher education under the control of the state board of regents shall, in consultation with the director of the department of inspections, appeals, and licensing, identify and correct all critical fire and environmental safety deficiencies. Commencing July 1, 1993, each institution under the control of the state board of regents shall expend annually for fire safety and deferred maintenance at least the amount budgeted for these purposes for the fiscal year beginning July 1, 1992, in addition to any moneys appropriated from the general fund for these purposes in succeeding years.
