1. Program established. The promoting independence and self-sufficiency through employment job opportunities and basic skills program is established for applicants and participants of the family investment program. The requirements of the JOBS program shall vary as provided in the family investment agreement applicable to a family. The department of workforce development, economic development authority, department of education, and all other state, county, and public educational agencies and institutions providing vocational rehabilitation, adult education, or vocational or technical training shall assist and cooperate in the JOBS program. The departments, agencies, and institutions shall make agreements and arrangements for maximum cooperation and use of all available resources in the program. The department may contract with the department of workforce development, the economic development authority, or another appropriate entity to provide JOBS program services.
2. Program activities. The JOBS program shall include, but is not limited to, provision of the following activities:
a. Placing applicants and participants in employment and on-the-job training.
b. Institutional and work experience training for applicants and participants for whom the training is likely to lead to regular employment.
c. Special work projects for applicants and participants for whom a job in the regular economy cannot be found.
d. Incentives, opportunities, services, and other benefits to aid applicants and participants, which may include but are not limited to financial education.
e. Providing services and payments for persons whose family investment program eligibility has ended, in order to help the persons to stabilize or improve their employment status.
