The director may organize and establish a special intellectual disability unit at an existing institution which may provide:
1. Psychiatric and related services to children with an intellectual disability and adults with an emotional disturbance or a mental illness.
2. Specific programs to meet the needs of such other special categories of persons with an intellectual disability as may be designated by the director.
3. Appropriate diagnostic evaluation services.
