1. The installation or relocation of a conveyance shall not begin until an installation permit has been issued by the director.
2. An application for an installation permit shall be submitted in a format determined by the director.
3. a. If the application or any accompanying materials indicates a failure to comply with applicable rules, the director shall give notice of the compliance failures to the person filing the application.
b. If the application indicates compliance with applicable rules or after compliance failures have been remedied, the director shall issue an installation permit for relocation or installation, as applicable.
