Iowa Code Title III. Public Services and Regulation [Chs. 80-122C] § 80E.2. Drug policy advisory council--membership--duties

1. An Iowa drug policy advisory council is established which shall consist of the following seventeen members:
a. The drug policy coordinator, who shall serve as chairperson of the council.
b. The director of the department of corrections, or the director's designee.
c. The director of the department of education, or the director's designee.
d. The director of the department of public health, or the director's designee.
e. The commissioner of public safety, or the commissioner's designee.
f. The director of the department of human services, or the director's designee.
g. The director of the division of criminal and juvenile justice planning in the department of human rights, or the division director's designee.
h. The state public defender, or the state public defender's designee.
i. A prosecuting attorney.
j. A certified alcohol and drug counselor.
k. A certified substance abuse prevention specialist.
l. A substance use disorder treatment program director.
m. A justice of the Iowa supreme court, or judge, as designated by the chief justice of the supreme court.
n. A member representing the Iowa peace officers association.
o. A member representing the Iowa state police association.
p. A member representing the Iowa state sheriffs' and deputies' association.
q. A police chief.
2. The prosecuting attorney, certified alcohol and drug counselor, certified substance abuse prevention specialist, substance use disorder treatment program director, member representing the Iowa peace officers association, member representing the Iowa state police association, the member representing the Iowa state sheriffs' and deputies' association, and the member who is a police chief shall be appointed by the governor, subject to senate confirmation, for four-year terms beginning and ending as provided in section 69.19. A vacancy on the council shall be filled for the unexpired term in the same manner as the original appointment was made.
3. The council shall make policy recommendations to the appropriate departments concerning the administration, development, and coordination of programs related to substance abuse education, prevention, treatment, and enforcement.
4. The members of the council shall be reimbursed for actual and necessary travel and related expenses incurred in the discharge of official duties. Each member of the council may also be eligible to receive compensation as provided in section 7E.6.
5. The council shall meet at least semiannually throughout the year.
6. A majority of the members of the council constitutes a quorum, and a majority of the total membership of the council is necessary to act in any matter within the jurisdiction of the council.
