The convention shall be called to order by the chairperson of the state central committee, or that individual's designee, who shall present a list of delegates, as certified by the various county conventions, and effect a temporary organization. If any county is not fully represented, the delegates present from that county shall cast the full vote of the county if the rules of the convention or party bylaws or constitution so allow, and there shall be no proxies.
