No special enrollment period established in the general statutes that permits a person to enroll in a health insurance policy, plan or arrangement because such person has become pregnant shall be available to any person insured under (1) a group hospitalization and medical and surgical insurance plan or plans procured by the Comptroller pursuant to section 5-259, or (2) a fully insured group health insurance policy sponsored by a municipality.
