(a) Not later than October 1, 2021, and annually thereafter, the Governor's Workforce Council shall make recommendations consistent with the provisions of the Connecticut workforce development plan developed by the Governor's Workforce Council pursuant to section 31-11p to the Governor concerning the appropriation of funds received for adult workforce development activities under the federal Workforce Innovation and Opportunity Act of 2014, P.L. 113-128, as amended from time to time.
(b) Pursuant to Section 189(i)(4)(A) of the federal Workforce Innovation and Opportunity Act of 2014, P.L. 113-128, as amended from time to time, the Governor is authorized by the General Assembly to apply for a waiver of federal eligibility requirements to allow incumbent workers with annual family incomes that do not exceed two hundred per cent of the poverty level guidelines issued by the federal Department of Health and Human Services to receive job training services.
