The use of cannabis shall be prohibited on any state lands or waters managed by the Department of Energy and Environmental Protection. Any person who violates such prohibition shall be fined not more than two hundred fifty dollars. The provisions of this section may only be enforced by agents of the Department of Energy and Environmental Protection.
