The commissioner, after providing notice and conducting a hearing in accordance with the provisions of chapter 54, 1 may impose a civil penalty of not more than five hundred dollars for each offense on any person who fails to obtain any license or registration required by this chapter. Each day for which the violation occurs shall be deemed a separate offense.
