Any person who is the subject of an abuse or neglect investigation, such person's legal representative, or any other person interested in such investigation may contact the nonprofit entity designated by the Governor in accordance with section 46a-10b to serve as the Connecticut protection and advocacy system with any concerns with the conduct of such investigation. The Commissioner of Developmental Services shall not take or threaten to take any action against any such person who contacts such nonprofit entity with such concerns.
