The director shall, from time to time, conduct special refresher courses which shall not exceed five days, at various convenient places in the state for the purpose of training persons who are employed by the department and by each county in the enforcement of this division, regulations of the director, or the ordinances of any county which relate to the inspection of dairy farms, milk products plants, or milk products, in all of the following:
(a) Dairy science.
(b) Uniform methods of enforcement of this division.
(c) The regulations of the director.
(d) Ordinances of counties which concern dairy farms, milk products plants, and milk products.
(e) Other pertinent information which concerns dairy farms, milk products plants, and milk products.
