The department may accept and expend federal monies or private grants of monies, gifts and devises and may accept, manage or dispose of property to effectuate the purposes of this chapter. These monies and other monies received pursuant to this article except as otherwise provided shall be deposited, pursuant to §§ 35-146 and 35-147, in a department of juvenile corrections fund and shall be expended on warrants drawn by the department of administration on order of the director of the department of juvenile corrections. Any unexpended monies do not revert to the general fund at the close of the fiscal year.
