Any board, officer or person who allows, audits or pays any warrant or other certificate of indebtedness for services performed to any person not qualified as provided in § 38-201, shall be liable for twice the amount so paid by an action in the name of any citizen of the county, if paid from county funds, or by an action in the name of any citizen of the state, if paid from state funds. The recovery, if any, shall be paid into the fund from which the amount was originally paid.
