A. All state agencies, on notification from the governor of the death of a military service member of the United States armed forces who was killed in action and who claimed this state as the military service member's home of record or who was stationed in this state, shall fly all flags displayed on or in front of all state buildings at half-staff.
B. Notwithstanding any other law, when flags are displayed on multiple staffs the Arizona state flag shall always be displayed to the honor of the United States flag.
