The county contributions to the voter registration system fund is established consisting of monies transferred from counties to the secretary of state pursuant to an agreement between a county and the secretary of state relating to developing and administering the statewide database of voter registration information required by § 16-168. The secretary of state shall administer the fund. Monies in the fund are exempt from the provisions of § 35-190 relating to lapsing of appropriations. Monies in the fund are continuously appropriated to the secretary of state to develop and administer the statewide database of voter registration information.
