A. Except for a person who properly registers to vote as prescribed by § 16-103 or 16-543.02, an agency, department or division of this state or any person acting on its behalf and any political subdivision of this state or any person acting on its behalf may not register a person to vote on an election day and deem that person eligible to vote in that election.
B. A person who violates this section is guilty of a class 6 felony.
