The English learner classroom personnel bonus fund is established consisting of monies appropriated for this purpose. The department of education shall administer the fund. Monies in the fund are continuously appropriated. Applications from school districts and charter schools for monies from the fund shall be submitted by February 28 of each year. The department of education shall distribute monies in the fund to school districts and charter schools in equal amounts not to exceed two hundred fifty dollars for every English learner, as defined in § 15-751, who was instructed in an English learner program in the past academic year, who achieved English proficiency and who exited the English learner program. School districts and charter schools shall use the monies distributed pursuant to this section to pay bonuses directly to classroom personnel, excluding principals and administrators, who are involved in English learner programs. A school district or charter school shall not receive more than one distribution from the English learner classroom personnel bonus fund for the same pupil.
