Any school district may organize schools or classes in accordance with the provisions of the federal law accepted by § 15-784 and the rules and regulations of the state board of education. The school district shall be eligible for allocations from federal funds and from the appropriation for the state board of an amount which is not more than seventy-five per cent of all the expenditures for vocational education in such schools or classes. The state board shall make allocations upon signed statements of assurances and reports from the school districts covering the details of such expenditures.
